why do pictures not show up sometimes?

sometimes when I go onto websites the pictures won't show up and I just get
the box with an x in , it isn't a firewall thing as I have turned my firewall
off .

I know it's something simple just don't know what

And sometimes the answer is to go to another page and use the back arrow to
come back. IE sometimes times out before everything is downloaded,
especially if there are a lot of pictures.
