Why do none of the Help topic links work that use EXEC

None of them work. For example try this on Windows XP SP1. Go to Start |
Help and Support | Search | firewall | -->

Then in the Search Results select Enable or disable Internet Connection
Firewall. On the right the first link will be this Open Network Connections
where Network Connections is active and has this as its href:

ms-its:C:\WINDOWS\Help\netcfg.chm:/EXEC=,control.exe, netconnections
CHM=ntshared.chm File=alt_url_windows_component.htm

Doesn't work. In fact I am finding that no links of this type work in
Windows XP. Is it supposed to be like this? Thanks.

Works fine for me in WinXP SP1.
 
Seems there is a problem with this Help and Support thing. The one I
pointed out is one. Here's more:

This one happened to me too when I first tried this thing. But now I have
this other issue. No links using the ms-its:// protocol I mentioned are
working. I wonder if it is even in the registry...yes it's there... I
re-registered itss.dll. Nothing.
