Why do my attachments keep getting stuck in my outbox

Attachments get stuck in my outbox and sends itself tons of times to my
contacts. It is not a virus scanning the email I already disabled that
option.
 
Are they too large? Did you turn off virus scanning or uninstall it? Does it
happen if you start outlook in safe mode?
