why do i need a subscription to snyc to hotmail?

i have tried to snyc my hotmail with outlook but for some reason it keeps
telling me i need a subscription and i paid for outlook already.
 
Because Hotmail is not Outlook and requires a separate fee to use it with
desktop applications. Web use is still free.
