Why did Send/Receive move from the F5 key to the F9 Key?

Does anyone know the business logic behind that move?
Send/Receive worked well there, why move it?
 
F9 has always been Send/Receive
F5 has always been Refresh

In some past version, F5 could also trigger a Send/Receive, but Refresh and
Send/Receive are two separate functions and more appropriately kept on two
separate shorcut keys.

never knew that F9 can send/receive

I mainly use F5 for refresh
