why can't i send mail?

You need to find a newsgroup devoted to Microsoft Outlook. This one is for
Microsoft Access database software. Sorry about your broken Shift key --
hope it doesn't cost a lot to get it fixed, so your posts will be more
easily readable.

Use the Menu Tools / E-mail Accounts / View or change existing e-mail
accounts and check that you have the correct setting for your account.

BTW, you posted in the wrong newsgroup. This newsgroup is for Microsoft
Access, a database application.

If you need further help, suggest you post to one of the relevant newsgroups
for Outlook.
