Why can't I scroll in Outlook

I use Windows XP and Office 2003. When I am scrolling through messages or
contacts In Outlook I can't roll up and down the scroll bar with the mouse.
I can only click the top/bottom arrows or click somewhere on the scroll bar.
This drives me crazy when I have many messages or contacts to scroll. I
never had this problem and the problem is only with Outlook. Help would be
hugely appreciated. Thanks.
 
Dear Josh,

This is by design. The SUPERGRID Window class used by the Office Developers
ignores WM_THUMTRACK messages from the scroll bar. The only way to fix this
is to write a letter to the Office team at Microsoft, suggesting that this
standard Windows 3.0 feature be included in their next release.

I meant the WM_VSCROLL message with the SB_THUMBTRACK notification actually.
