Why Can't I "Save Target As"?

Whenever I right-click over a link to an html page or
anything else (like mp3) The "Save Target As" is not
available to me. I know that some sites can restrict
this, but these are not restricted sites. I can do
the "Save Target As" on my office computer just not my
home computer. How may I fix this? Thanks.
