Why can't I change my themes or stationary in Outllook 2007

I am running Outlook 2007 and I am trying to change my themes and stationary.
But it is not letting me do it
 
Bad Outlook! Give it a time out and send it to the corner to think about its behavior!!

Now, feel better? Okay, explain "it is not letting me." (Oh, and it is stationery, not stationary)
