Why can't a 97-2003 version file be opened in Word 2003?

I have both Word 2003 and 2007 installed on my computer because I'm teaching
both versions. I also have the conversion pack installed. When I'm in Word
2007 and save a document as a 97-2003 format, my colleagues who have only
Word 2003 cannot open it. Why?

I've also opened the file in Word 2003 and saved it (as Word 2003 I
thought), and the filename shows the .docx extension. Why?

If Word has appended docx then you have saved it in Word 2007 format and not
97-2003, which is why others cannot open it.
