why aren't my frames workin in FP

i am using FP 2003 and i created a horizontal frames page. basically what i
want to do is have all my links on the top frame link to the page below,
when i do a preview nothing happens when i click on each of the links. i set
the target to be the one below but nothing happened.. wat am i doing wrong?
 
Use File Menu | Preview in Browser.
