why are the options and startup grayed out on the tools menu?

When I open Access, the Tools menu does not show 'Startup' or 'Options'. I'm
trying to change the start up method and I am unable to do so because the
abilities are not available to me.

You need to open an mdb file to make it available, it will be grayed if
access is open but you didnt open an mdb file.

When I open an .mdb file, the number of menu items are reduced and tools no
longer displays. What could cause that?

There may be a number of different set-ups that can affect this:

* Is you database file an MDB file or an MDE file? If MDE, the design
changes are not allowed and some Menu commands will be disabled or disappear
completely.

* If it is an MDB file, there may be some action in the Start-up Options ...
(including code in the Start-up Forms that disables or hides the Menu
commands. Try holding the Shift ket down while you open the database. This
will bypass the Start-up options and present you with the standard MenuBar
(unless the Bypass option has been disabled).

* The default setting of the MenuBar / Commandbars have been changed as per
Ofer's post.
