Why are my Outlook mail buttons either missing or not working?

Outlook was operating perfectly. I came to it today and the send recieve
button was missing, and if I try and use reply button the assistant tells you
the operation failed. What has happened?
 
Hard to say without any configuration information.
Verify you still have an account configured in Outlook and that you have
activated your copy of Outlook.
