Is there a way of changing the settings so that all new databases are created
in the 2002 format directly? Why do they denote to 2000 format? Doesn't
make a lot of sense.

There are very few significant differences in the two formats; you can
use Tools... Options to change the default format if you wish. 2000
format databases can be used by coworkers who still have A2000; 2002/3
format databases cannot.
