Why are "all day event" entries in calendar not in to-do-bar?

I have noticed that any events in my calendar which are marked as
"all-day-event" do not show up in the to-do-bar. Why is this so?

Because they do not show - that is why. Ask why the sky is blue.

We (MVPs) have brought this up to Microsoft many times and are hoping for an answer in the form of "okay, we issued a patch and it should work now." Unfortunately, we have had no indication that this is on the horizon.

"Ask why the sky is blue"? There really is no reason to be rude about it. A
little maturity/respect is always appreciated especially when corresponding
with strangers. You might want to consider this next time.
