Why are all attachments that are sent to me read only?

Whenever someone sends me an attachment that is Word or Excel, it is read only.
 
Save it to your harddisk first. When you open it directly, start editing it
and save it you'll save it in a Temp folder. Making it Read Only will
"force" you to specify a location outside of that Temp folder.
