whois and other similar commands

It's been a long time since I used 'ping' and 'whois', etc., and was with
another computer system...in another life.

How can I use similar commands within the Windows XP system?

Right now, I got an error message containing an IP address and I'd like to
know whos it is. This has happened before and I guess it's time I looked
into it.

Your suggestion seems to have solved the OP's problem. However, I'd
like to add http://www.nwtools.com/ which I have been using for a few
years now, and has a number of useful tools.
