Who is/is not administrator?

When I installed Vista I have to create a user and log in with that.
Is that user automatically be in the Administrator list? If yes then who
will NOT be in the Administrator list? Because I can 'Run as Administrator'
using that user account, right?
 
The regular account in Vista is known as Standard Administrator, it has
certain administrative priviledges, the full Administrator account by
default is disabled. Standard Administrator or Limited User are the
recommended accounts you should use.
 
When you first install Vista, you are asked to create one user account.
That user account is a standard Administrator account. You don't get a
choice on that one, it's created that way. From that point on, additional
users created in the User Accounts tool will be whichever type of user you
select them to be.

Any user can invoke "Run as Administrator" so yes, you would need to use
either the very first account you created OR any other account you
explicitly created as an Administrator for that purpose.
