white progress bar

just formatted my C drive now i have a white progress bar when the computer
starts up which slows down the starting up of my computer a ot. anyone know
why this has suddenlly appeared, and how to get rid of it?

The progress bar is a normal part of startup. Not seen on all
configurations but there when it is necessary. I realize it wasn't there
before on your system, but perhaps that's why Windows went fubar and needed
to be reinstalled? In my opinion, there's nothing to fix here.
 
windows was fine before just reinstalled windows to clean up my drive when
installing another one. it takes at leat 10 mins to start up

10 minutes is too long. I get the white progress bar (always have) but it
appears less than 30 seconds and is gone.

The white progress bar doesn't slow anything down. It's a placeholder
because the system is too busy to go on to the next screen. You need to
figure out what it is about your system's current configuration that is
causing this. Look closer at what's going on and/or retrace your steps.

Some suggestions:

Check Device Manager to see that all hardware has been identified
correctly.

Check Event Viewer for information about problems that occur during the
startup phase.

What's different about your setup this time when compared to the last time
that Windows was installed? New hardware that wasn't attached before? You
can try disconnecting all but the original hardware or all but the most
necessary hardware and then installing Windows. Add back devices and
drivers after Windows is installed.

System drivers (chipset for example) that still need to be installed? Leave
the current installation alone but add back those drivers. Or run setup
again offering up those system drivers using the F6 option during setup. If
using an OEM restore set, have the OEM provided drivers been reinstalled
yet?
