White desktop background

My desktop background has suddenly become white. In the display properties
box/desktop tab it shows it should be blue - but this isn't the reality.
The word "background" is greyed out and I cannot access anything from the
menu below that - it is locked.
I can't find any way of getting ris of the white background - either with
another colour or anything else. Nothing works. I have tried system
restore, to no avail.
NOTE: this only applies for me. Other users on my computer do not have this
problem.

Right click/Arrange icons by/Lock Web Items on Desktop. Is that
checked/ticked?

I am having the same issue after having been infected with spyware. It
seems there is a command that places a page over wallpaper1.bmp that I can't
find or removed. I'd like help too!
