Instances In A Month

=4+(DAY(A1-DAY(A1)+35)<WEEKDAY(A1-DAY(A1)-wdn))

with date in A1, and where wdn is the week day number, 0 = Sun, 1 = Mon, 2 =
Tues, etc.
