Where to send a beta report?

I tried several things in Windows Vista. It is a beta version, which
means that MS likes to receive my comments. Where to send them?

If you open up the Feedback help page, which should have a link on the desktop,
there should be a link there to download the problem reporting tool, which you
can use to report issues.

Yes I found it. It isn't as easy as sending e-mail. Wonder whether the
report will be read at all.

I don't have Feedback link available. How do I restore it? How do I find
the bug reporting forms?

I have the links but clicking on them dows absolutely nothing at all.
