Where to find information about Universal Program?

Our driver for virtual sound card should be signed using Universal program.
Can anyone share where information about it is on MS website? So far the
most relevant page is this:

but 2 links on it:

are pointing to non-existing pages.

As a developer responsible for a virtual graphics card, I too use the
universal / uncategorised signing program. There is not much to say
beyond getting your driver through DTM (or HCT, but only for a few
more months) and submitting it to Microsoft for a signature.
