My employer still uses Office 97. It does everything we need and then some. Not all companies and
businesses need the latest and greatest. Also, some companies simply cannot afford to be upgrading
hardware and software every few years.
While we've upgraded to Office 2003 on our 100,000 desktops world-wide,
we're still using Access 97. As Jeff points out, the cost of upgrading can
often outweight any potential benefits.
