Where has help & wizards gone

I recently did a clean reinstall of XP pro. I now can't find either the
help files that are located above the start icon or the transfer wizard that
allows you to transfer pictures from your camera to your PC. The PC sees
that the camera has been plugged into the machine & says mass storage devise
but the wizard doesn't pop up.

How do I reset these functions?
