Where do I find or how can I create legal templattes in Word 2007

I bogught MS Word 2003 as an update to Word 2000 in order to have and use the
latter's legal templates. These legal templates are not available (or, I can
not find them.)in the Word 2007 version. Where can I find them or how can I
created them?
