where do I find mssp3TR.dll file for spelling check in Turkish?

On the Proofing tools CD, which you have to purchase. If you
reside in North America, you can buy it from the online store at
microsoft.com; in other regions, from a company that sells MS
Office software retail.

Only the Office 2002 and 2003 versions are still available.
