Where can I unlock another account on my pC?

my little bro is set to limited access and locked himself out. I'm an admin, but i can't figure out where to reset / erase his password so he can do his homework. HELP PLEASE

Control Panel, Users ..modify his account as you wish (change pw, remove pw,
etc).

Click Start, and then click Control Panel (or point to Settings, and then click Control Panel).

Click User Accounts.

Click the user account whose password you want to change.

Click Change Password if you want to keep using a password, or click Remove password if you do
not want to use a password.

If you remove the password, skip the next step.

Type the new password for the user, and then click "Change Password".

Quit the User Accounts tool, and then restart the computer.

In addition to the other methods suggested...

Start, Run..., type "control userpasswords2" (without quotes), click OK.

Check the "Users must enter a user name and password..." box. Click the
user name, and click the Reset Password button. Enter the desired
password twice, then click OK. Click OK again.
