You should be able to do certain things in OE.
It depends of course on "what" exactly you want to kill.
Can you be more specific?

If you mean "delete" based on message rules criteria, both Outlook
Express and Mozilla do this (although I don't use this feature on eitehr
OE or Mozilla to say for certain they actually work ... try and see).

My guess is that most news readers do this.
