when someone views an email in the preview pane instead of opening it, will
it generate a "read receipt" to the sender?
 
It can generate a request for a read receipt without sending one. You
control whether read receipts are automatically sent or not via Tracking
Options. The default is to ask if you want to send a read receipt.
 
For Outlook 2000

A return receipt will not be returned if the receiver of the email does the
following:

From the menu, select
"Tools"
then
"Options"
then
"Other Tab"
then select the
"Preview Pane Button"
then
Uncheck: "Mark item as read when selection changes"
Uncheck: "Mark messages as read in preview window"

Assuming all of these steps have been followed, you can read your mail in
the preview pane
without worrying if someone has requested a return receipt. Please note, if
you delete the message
a return receipt will be sent.

I keep a "never open" folder to move messages that I think have a return
receipt request.
