When saving doc as HTML bullets being lost

When saving Word docs as HTML I am losing multi-layer bullets and other
formatting. When I look at the HTML, it looks like the formating tags have
been replaced by paragraph tags. Help? I can't tell my users to edit their
HTML every time they save.

hmm, Word was never designed as an HTML editor, especially not when you
have specific needs on the code level side.

That said: how are the bullets created in Word? What version of Word?
How exactly are your users saving in HTML?
