When optioning Freeze Panes below header row cannot scroll down

Just installed Office 2003 and when setting Freeze Pane at row below header I
cannot scroll down.

Do you have data|filter|autofilter applied?

If you do, then remove the freeze panes, then show all the data and apply the
freeze panes with all the rows visible.
