when importing clipart into my newsletter only half appears?

I am trying import clipart into my newsletter and am only getting the bottom
half of the picture, when I resize it, most of it appears but it's too small.

I am using Microsoft Office Word 2003

Are you putting the picture in a paragraph with Exact line spacing?
