When I reply to an email with an attachment I lose the attachment

When I reply to an email I cannot find the setting that allows the file to
stay attached. The only success I have is to forward the email to the same
person. I would like to keep files attached when I reply to something. What
setting am I missing?
 
Tools> Options> Email Options. Under "On replies and forwards" select what
you want to happen from the drop-down. OK out.

Tried this but the options refer to text, not attachments. What version of
Outlook? (We're on 2003).
This has been a HUGE issue for my team and was a MAJOR oversite by Microsoft.

Why is this an oversight? MIcrosoft rightly assumes that the person who sent you the email with the attachment ALREADY has the file on his/her machine so why would replying with the same attachment be an oversight?
