When I delete a footnote the subsequent footnotes do'nt renumber

Is there some way to force renumbering of footnotes so there is not a missing
number where I deleted one?
 
Do you have Track Changes turned on?

Until you Accept the deletion of a footnote, its number is still "in
there."
