When closing out of Outlook windows says Normal document

When closing out of Outlook windows says Normal document
has been changed do you wish to save changes? Then puts
you in a loop if you select no or cancel. Does anyone
have any idea's to stop this from happening?

It should only ask twice, finally closing for good the second time. (It
really is annoying.)
 
Should i say yes to save changes to Normal file?
