when applying a theme in Frontpage 2002 why does it only apply th.

I am trying to apply a theme when creating a new webpage, I was under the
impression that it worked like a template however when I apply the template
only the background is applied and not the banner or any other graphics or
bullets...what am I doing wrong????

You need to customize the theme and save it with a new name, then apply that
theme to your pages.

You must add the new page to your navigation structure for the graphics to be added to your page,
etc.
