Whell-mouse; need to stop the record scroll

How do I stop (or control) a record scroll with a wheel on a mouse?

Where does one set that up?

Right now I have a form that is mapped to an index in a combo box. The combo
box is used to change the records. there are other fields listed. if the
wheel is turned, it changes records according ton one of these other fields
and NOT the index.

How do I stop it altogether or set it to the index?
