"What's This?" under Help

Ref. Microsoft Office Standard Edition 2003

My "Office Assistant" gave me a bubble that stated "To learn about any menu
command, choose What's This? from the Help menu, and then click on the
command." I searched Help then went to "Help>customize>commands>all
commands>commands" and found that I don't have it. I would like to.

Hi Tom,

Who wouldn't? The "What's this?" help (F1 context sensitive help) was
removed from the menus and most dialogs.
It seems the help authors didn't notice.

I heard that better context sensitive help should reappear in the next
version, hopefully.
