What's This Button

Okay this seems to easy but I can't get it to work.

I am trying to use the "What's This Button" in Access 2003.

I have changed the form property for "what's this button" to true, min,max
buttons to false and no matter what I try I cant get What's this button to
appear on the form title bar.

Any ideas?
