What's the process for feature requests

Is this a bug? How do I submit a feature request to MS?

If in Excel(2000) I add a comment to a heading, then
freeze that heading row, I cannot see the comment after
paging down. Makes the whole comment feature useless.

Can you increase the height of the header row so the comment will fit in it?
