What's the minimum ppi to read a paperback?

What's the minimum ppi needed for a scanner to be able to read printing of,
say, the quality in a paperback novel?

And for a hardback?

If ppi is pixels per inch, then typical settings would be 200dpi
monochrom. For most document scanning needs, that would allow for the
fastest scanning and smallest file sizes while maintaining adequate
image quality for data capture.

But, the quality of print on the novels would also be a large factor.

If by "reading" you mean "converting the image to text format", then it is not
the scanner that does the reading, it is the OCR software. OCR software often
comes bundled with the scanner, but one can also use a third party
implementations. The requirements imposed on the input image depend, of course,
on OCR software as well, but normally scanning it at 300 dpi (or even 200 dpi)
is enough.
