What's the hammer & spanner appear in the rules of Outlook 2003?

I have an image of a hammer and spanner appear in the rules section in
Outlook 2003, can you please shed some light on this matter. Some rules
should be forwarding to one folder but they are forwarding to many folders
instead.

Hammer and Wrench Icon = Stop processing More Rules.
If the message meets the conditions for the Rule, the message will be handle
by that Rule, and not any others.

It appears some of your messages are be handled by multiple rules, and
multiple actions are happening. I personally add the Stop Processing action
to all my rules. And in the Rules list, change the order of the message
Rule.

You might have something like this set up.
1. If mail is from Sally
Move to Sally's folder.

2. If Mail has Meeting Request in Subject Line
Move to Meeting Request folder.

So if a meeting request comes from Sally, a copy goes in Sally's folder and
Meeting Request folder. Where you really want it just in the Meeting Request
Folder.

So I would set up the rules like this:
1. If Mail has Meeting Request in Subject Line
Move to Meeting Request folder.
Stop Processing More Rules.

2. If mail is from Sally
Move to Sally's folder.
Stop Processing More Rules

So for now on anytime Sally sent you a Meeting Request, only one copy of the
message would be placed in the Meeting Request Folder. All other mail from
Sally w/o Meeting Request in the Subject: Line will go into Sally's folder.

I list my rules like this, adding "Stop Processing More Rules to each of
them".
1. Rule based on Subject Line that does anything to message except Delete
It.
2. Rule based on From Line that does anything to message except Delete It.
3. Rule based on To Line that does anything to message except Delete It.
4. Rule that Deletes the message. The exception is something that I know I
want to delete right away! Then I move it to the top of the list.
