Your CASE temp is 40C?? WOW, that's pretty high...you should put some
cooling fans in there..
Most of the time, people have 'several' case fans, but poor airflow in the
case (due to cables and etc) so the fans don't accomplish much. Might try
some round cables and the like.
Gotta get that case cool....CPU is hotter if the case is hot..
What is the temp of the room you have the computer in?
Ambient case temp will typically not go lower than the room temp....normally
it's higher than ambient room temperature.
It is on the high side.
Intel recommend maximum 38°C.
Your airflow in the case are not good enough,
or your room temp are very high.
My case temp is 8°C over the room temp.

Actually, I think the reading isn't very accurate. The sensor is right
by my CPU cooler, which is a Zalman. The heat will always build up
around that area, and most of the case will be much cooler.
