What services are needed for Windows Installer Service?

I'm having a hard time installing Publisher 2003 on my laptop. It
seems my Windows Installer Service is not working. Now, I can't even
see the installer service in my Services.

I've done some googling but can't seem to get it to work yet. I'm
thinking maybe I took
out some service that it may be relying on.
 
Listed as Windows Installer in services.msc.
