What program allows a pop-up note as a reminder

Here is my problem. I input a lot of car registration information and
have these entries in front of me. Some items I didn't complete, but I
forgot what I still had to do with this information. Is there a pop-up
program that I can buy/use that would point to an entry and then a
balloon or anything else would tell me what my notes were to complete
the entries? Any help is appreciated........Peter

Used to be a program called Sticky-Notes for Windows that did that.
