what is WCE420X86 cab file?

Anyone know WCE420X86 cab file for what purpose? is that for eVC, eVB emulator?

Neither. It is Compact Framework build for CE.NET and Windows Mobile 2003
running on x86 devices (and the emulator, which is x86 too)
