Even though Windows Updates are turned completely OFF,
my computer keeps trying to connect to the windows update
address: "v5stats.windowsupdate.microsoft.com"

Actually, what happens is Google says:

Sorry, no information is available for the URL
v5stats.windowsupdate.microsoft.com

and there's a link on that page to find web pages that contain it as a term,
so unless one stops and reads that, it is easy to mistake it for the page
you get when there are no results. That's what got me.
