What is this pre-dial terminal screen ?

I have Windows xp, running IE and just went to log on this
puter I hardly use and before I can get online there is
now a pre-dial terminal screen popping up . Have to
click "continue" on this screen before I can get online
and even then sometimes it says my password is wrong.
What is this thing-never had it pop up before now?!

In Control Panel, open Network Connections and right-click on your
connection. Click the OPTIONS tab, and note the choices. UNcheck the
items that prompt for password or phone #. Also see if things look right
under the SECURITY tab.

That worked !
I just went back to the options tab to see what I could
see and now I can only recheck the phone number tab and
not the password tab.
Is this going to be a problem when and if I go to change
my password?

Nevermind dev, after I cut off the computer and cut it
back on I can now recheck the password tab if I so choose.
