What is this file & how do I get rid of it?

The Old Timer

I have a file with an unusual name 'fefa3fa7c7767db3c87a95547ff0a9' that
when I click properties says that it is zero in size yet won't delete even
when I use safe mode. What is it & how do I get rid of it? I have even run
Norton's Wipe on it bet it's still there.
